Chapter 15. Policy Adoption, Amendment, Interpretation, and Construction

EducateONE Organizational Guideline § 15.4.01. Policy Layout Standard and Style Guide.

(a) Overall Framework Method.

(1) EducateONE policies should be organized by regulatory regime, governing framework, institution, jurisdiction, accreditation structure, or other compliance-alignment model rather than by operational function alone.

(2) The purpose of this structure is to keep policies together based on the regulatory body, legal framework, accreditation system, institutional category, jurisdiction, or specific institution that primarily governs the subject matter.

(3) When EducateONE models a policy structure after an outside compliance, accreditation, legal, or governance framework, the structure should remain close enough to that outside framework to make compliance mapping easier.

(4) EducateONE policies should be organized into the following top-level Articles:

(A) Article I. EducateONE Organizational Policies.

(B) Article II. PreschoolONE Policies.

(C) Article III. SchoolONE Private School Policies.

(D) Article IV. SchoolONE Public-System School Policies.

(E) Article V. UniversityONE Policies.

(b) Article Purposes.

(1) Article I contains EducateONE-wide organizational policies that apply across all parts of EducateONE and its educational institutions.

(A) Article I includes corporate governance, nonprofit compliance, tax-exempt status, board authority, executive authority, conflicts of interest, compensation, finance, records, contracts, related entities, policy adoption, and other organization-wide matters.

(2) Article II contains policies governed primarily by preschool, early childhood education, childcare, licensing, supervision, health, safety, staffing, and related regulatory frameworks.

(3) Article III contains policies governed primarily by private school law, private school accreditation, private school operations, private school student records, private school staffing, private school instructional rules, and related requirements.

(A) Article III may be divided into subarticles based on specific private-school institutions, jurisdictions, or legally distinct private-school policy environments.

(B) Each Article III subarticle may use the outside compliance, accreditation, legal, or governance framework most appropriate for that specific private-school institution or jurisdiction.

(4) Article IV contains policies for SchoolONE schools or programs operating within a public-system school framework.

(A) Article IV may include charter schools, academy-style schools, free-school-style schools, public-system independent schools, or comparable structures that are part of, substitutes within, or formally accountable to a public education system.

(B) A private school does not move into Article IV merely because it receives public funding, public services, public approval, or regulatory authorization.

(5) Article V contains policies governed primarily by higher education, postsecondary education, university authorization, degree-granting approval, postsecondary accreditation, adult education, workforce education, and related regulatory frameworks.

(c) General Policy Document Layout.

(1) Each EducateONE policy or guideline should use the following layout:

(A) Version line.

(B) Article title.

(C) Subarticle title, if applicable.

(D) Chapter title, if applicable.

(E) Document-type section heading.

(F) Numbered policy or guideline text.

(G) Source Note, if applicable.

(H) References, if applicable.

(2) The standard layout is:

(A) Version: [YYYY-MM-DD draft / adopted / revised].

(B) # [Article Name].

(C) ## [Subarticle Name, if applicable].

(d) Version Line.

(1) Each policy or guideline should include a version line at the top.

(2) The standard format is:

(C) Version: 2026-07-07 board adopted.

(4) The version line appears before the article title.

(e) Source Note and References.

(1) A policy or guideline may include a Source Note, References section, or both at the bottom.

(2) The Source Note and References sections are informational only and are not part of the numbered policy or guideline text.

(3) Source notes, references, attribution, drafting history, explanatory comments, and legal background notes should not be placed in numbered policy sections unless the Board or other authorized body intentionally adopts them as enforceable policy text.

(4) Source notes and references should appear after a horizontal divider.

(5) The standard format is:

(f) California-Style Internal Numbering.

(1) EducateONE policies and guidelines should use California-style internal numbering.

(2) The standard hierarchy is:

(C) (1) Second-level paragraph.

(D) (A) Third-level subparagraph.

(C) (1) This is the policy of EducateONE with respect to the review and approval of compensation of its directors, officers, and executive employees.

(g) Citation Style.

(1) EducateONE policies and guidelines should be cited using the section-symbol format.

(2) Article I policies should be cited as:

(A) EducateONE Organizational Policy § [Chapter].[Policy Group].[Section].

(3) Article I guidelines should be cited as:

(A) EducateONE Organizational Guideline § [Chapter].[Policy Group].[Section].

(4) Examples include:

(A) EducateONE Organizational Policy § 2.1.00.

(5) Article III policies or guidelines should be cited by organization or institution, document type, subarticle if needed, and section number when the subarticle is needed for clarity.

(6) The short citation form should be used whenever possible.

(7) Long-form citations, such as “Article I, Chapter 2, Section 2.1.01, subdivision (a)(2)(C),” should be used only when additional clarity is needed in a formal legal document.

(h) Article I Organizational Policy Numbering.

(1) EducateONE Organizational Policies are organized as Article I of the EducateONE policy framework.

(2) Article I policies and guidelines are organized by chapter.

(3) Each chapter contains major policy groups.

(4) Each major policy group begins with a main section numbered:

(A) § [Chapter].[Policy Group].00.

(5) Additional detailed sections within that policy group may be added as:

(A) § [Chapter].[Policy Group].01.

(B) § [Chapter].[Policy Group].02.

(C) § [Chapter].[Policy Group].03.

(6) Guidelines may use the same numbering structure as policies when the guideline relates to, interprets, implements, formats, or administratively supports a policy group.

(7) Example:

(4) Subarticle A is adapted from the ACS WASC school accreditation standards structure.

(5) For Subarticle A, ACS WASC standards categories should be treated as chapters.

(6) For Subarticle A, ACS WASC standards should be treated as major policy groups.

(7) Subarticle A should include the following chapters and major policy groups:

(k) Drafting Style.

(1) EducateONE policies and guidelines should be drafted to preserve legal flexibility while maintaining compliance with applicable law.

(2) Policies and guidelines should avoid unnecessary status-quo education assumptions unless those assumptions are legally required or intentionally adopted.

(3) Policies and guidelines should distinguish between:

(A) what the law requires;

(B) what EducateONE voluntarily adopts;

(C) what applies only because of accreditation, contract, program participation, funding, or regulatory election; and

(D) what applies only to a specific institution, program, employee category, student category, or jurisdiction.

(l) Mandatory and Discretionary Language.

(1) Terms should be used consistently.

(2) “Shall” means a mandatory requirement.

(3) “Must” means a mandatory requirement and may be used when the policy or guideline is intended to be clearer for employees, students, families, or operational users.

(4) “May” means discretionary authority.

(5) “Should” means recommended but not mandatory.

(6) “May not” means prohibited.

(7) “Will” should generally be used for expected organizational action, not legal duty, unless the context clearly makes it mandatory.

(m) Policy and Guideline Scope.

(1) Each policy or guideline should make clear who or what it applies to.

(2) A policy or guideline may apply to:

(A) EducateONE as a whole;

(B) a specific EducateONE institution;

(C) PreschoolONE;

(D) SchoolONE Private School;

(E) SchoolONE Public-System School;

(F) UniversityONE;

(G) directors, officers, employees, contractors, volunteers, vendors, students, families, members, committees, councils, or other covered persons;

(H) a specific jurisdiction; or

(I) a specific program, contract, accreditation framework, funding source, or legal requirement.

(n) Avoiding Overbreadth.

(1) Policies and guidelines should not accidentally convert one regulatory category into another.

(2) A SchoolONE private school does not become a SchoolONE public-system school merely because it receives public funding, public services, public approval, or regulatory authorization.

(3) Voluntary adoption of a public-school-like credential, standard, procedure, or compliance practice does not automatically make EducateONE, SchoolONE, or any related institution a public school, charter school, school district, local educational agency, public employer, or public agency unless that status is independently created by law or formally adopted by EducateONE.

(o) Source Use and Attribution.

(1) When a policy or guideline is adapted from an external source, the Source Note should identify the source.

(2) The Source Note should state whether the policy or guideline was adapted, modified, shortened, or based on a form policy or source document.

(3) Example:

This policy is adapted from Public Counsel’s Community Development Project, Annotated Executive Compensation Policy, May 2022, including its “Form of Executive Compensation Policy for a California Nonprofit Public Benefit Corporation.” The annotations and explanatory endnotes have been omitted from this EducateONE draft.

(p) Reference Use.

(1) References may include statutes, regulations, cases, accreditation standards, agency guidance, source documents, or other authorities.

(2) References should be placed at the bottom of the policy or guideline and should not be numbered as part of the policy or guideline.

(3) References may be updated without changing the substantive policy or guideline unless the Board or authorized body determines that the policy or guideline text itself should be amended.

(q) Guideline Amendment Practice.

(1) This guideline is administrative in nature and may be revised administratively without Board approval unless the Board or another authorized body determines that a revision should be formally adopted as policy.

(2) Existing section numbers should be preserved whenever possible.

(3) New detailed sections should be added under the closest applicable policy group.

(4) Example:

(A) § 8.6.00. Procedures for Addressing Conflicts.

(B) § 8.6.01. Emergency Conflict Procedures.

(C) § 8.6.02. Conflict Procedures for Small Boards.

(5) When a section is repealed, superseded, or moved, the organization may preserve the number for citation history, but unused future numbers do not need to be labeled as reserved.

Source Note

This administrative guideline layout standard and style guide was developed for EducateONE to establish a consistent internal policy and guideline structure, citation format, drafting style, and source-reference convention for EducateONE and its educational institutions. This document is maintained as an administrative guideline rather than a Board-adopted policy so that formatting, numbering, citation, source-reference, and drafting conventions may be updated administratively as EducateONE’s policy system develops. The section-symbol citation format and internal subdivision hierarchy are adapted from California statutory/code drafting conventions, including the use of section numbers, subdivisions, paragraphs, subparagraphs, and clauses. The Article I organizational policy chapter structure is adapted from the organizational structure of Public Counsel’s annotated form bylaws for a California nonprofit public benefit corporation and modified for EducateONE’s regulatory-regime-based policy framework. The Article III, Subarticle A private school policy structure is adapted from the ACS WASC school accreditation standards structure for California private schools and modified for SchoolONE California Private School Policies.
